Neither. They weren't bad characters, they just did too much for what they seemed to be (the ewoks) or got too much screne time (Jar Jar). I liked Jar Jar in Episode 2 to be honest. And he wasn't a bad character in Episode 1. He there was just too much of his non-sense.
