Depends on what uses the Emperor and the Empire would have had for them. After all, the Empire can always use more slaves, as Janek Sunber was told by Carida. But As for what Pestage would have done, he would have facilitated the disenfranchisement of non human species.

well, technically, none, but many prequel era and comic books how important a player he was.
heres a few facts about him, off the top of my head:
he was the only person Palpatine trusted
he was the Emperors' crony even before Palpatine was a Senator
he was VERY bigoted and anti alien
there were rumors in the Imperial Court that he was a relative of the Emperors, or a clone
he was the top aide to Palpatine throughout the Emperors career
he had a rather large family (at least 104 alone were murdered by Krennel)
By the time of Hoth, Pestage ran the Empire day to day
he covered up Palpatines dirty doings
he was cloned at least once
he was Palpatines food taster
he had stewardship of the Emperos private records

Certainly. In the chapters where Bail Organa, Mon Mothma, Padme, and the other good Senators go to meet with Palpatine about security amendments, they are greeted by Pestage, who says something about how pleasant it is too see them, but actuaally keeps them waiting for several hours after telling them the Chancellor hasnt the time to see them, even though Bail Organa reminds him that the appointment was confirmed through his own office.... three hours later, they finally get to see Palpatine. Later in the novel, during the Separatist Invasion, Palpatine is in his apartment with Pestage and his other advisors, when the Jedi arrive to take him to safety. Pestage, (likely playing along with the whole scheme) urges Palpatine to go with them. Hope this helps!

OK, I got a question:
How good of an advisor was Sate Petage? Could he talk to the Emperor bluntly?
I'm writing an AU, where after a mutity in the fleet, the Emperor is pretty pissed. Sate says this happened because he is really two people: Palpatine: the savior of the people from choas and Sidious the Sith Lord. He says the people, to say nothing of the military will follow Palpatine, but they will not follow Sidious. So he must choose to either to be Sidous and subjugate them, or become Palpatine and lad them to new glory (Sate wants the latter). Deciding not to zap him for that, Palpy dismisses Sate, and Sate says under his breath he will be loyal to the end, but Palpatine will never understand...
Is that in ANY WAY accurate?

Anyways, Sate Pestage was the Emperors right-hand man from when Palpatine was just a minor functionary on Naboo, all the way until his final death and the destruction of Byss. In the old Republic, Pestage served as chief aide to Senator Palpatine, covering up Palps' evil deeds and serving as something of a 'troubleshooter' on many occassions. (Read Cloak of Deception for more). He was the cheif advisor and schedule controller to Chancellor Palpatine, and knew of his identity as Sidious, unlike other advisors/aides such as Kinman Doriana. When the Empire arose, Pestage became Grand Vizier and head of the Ruling Council/Inner Circle. By the time of Hoth, Pestage was in fact running the everyday functions of The Empire, as Palpatine was consumed by his darkside studies and Lord Vader searching for the Rebels. It is also known that of all the people in the entire galaxy, only one person was trusted fully by Palpatine: Sate Pestage. After Endor (which Pestage had been present at) he assumed direct control of the Empire, as he was the senior surviving Imperial. However, at this time he replaced himself with a clone as head of the Empire, while the REAL Pestage rescued the Emperors spirit and brought it to Byss. Pestage was presumedly killed when that planet was destroyed. Essentially, he was the Emperors alter-ego. Whenever he spoke, it was the Emperor command that was given. Besides all this, Pestage controlleda cluster of wealthy worlds in the Outer Rim called the Ciutric Hedgemony, which was usurped by Delak Krennel (who killed off over a hundred of Pestage's family members in order to stay in power). But despite all this, the Emperor's public spokesperson was not Pestage, but in fact Ars Dangor, the second highest ranked Advisor and an other longtime crony of Palps'. Dangor was the one who promoted Tarkin to Grand Moff, liased with the Senate (while it existed), liased with the Fleet commanders, and was essentially a sort of press secretary for the Imperial State. And he too, was on the Ruling Council/Inner Circle and went to Endor with the Emperor (and was the only other 'dignitary' to survive). So you might want to make a mention of him, as well. You really should go for Ars Dangor. He was the public spokesman of the New Order, and it was he who also communicated directly with the Senate and the various fleet admirals and Grand Moffs. Some examples of this are the facts that it was he who announced Tarkins promotion to Grand Moff, and the dissolutuion of the Imperial Senate, as well as a message to the Fleet commanders about the Tarkin Doctrine.
