I assume it would be Mas Amedda. Not only because he was Vice Chair, he also was aware of Palpatine's true origins, at least to some extent.

Amedda was fully aware of Chancellor Palpatine's Sith (http://www.starwars.com/databank/organization/thesith/) allegiance as the Clone Wars drew to a close.

Granted, that would probably only be who was officially assigned to take his place if he died. Who knows what other corrupt figure would have used the moment to try and steal the seat somehow. I'm sure there were plenty who at least had mulled it over at one point or another, or were already scheming to take Palps down.
